"KMP" for Korean massage parlor is not really used. In fact the original term of AMP (Asian MP) was used and were usually storefront massage shops with extras for an upsell. When the Kgirl scene hit here in the '90's, Kgirls were distinguished by the term AAMP (Asian Apartment Massage Parlor), and this term is rarely used anymore because Kgirl incalls (which is now the most common term) usually have mostly sex and very little massage work going on. As a result, the only Koreans working in AMP's are old, fat and/or ugly, because they are working for peanuts compared to when they were younger and doing full service (that's not to say you can't still get full service if you can keep an erection when confronted with old, fat and/or ugly. Lol). If they are still attractive enough for the full-service market, that is where they will be. Consequently, most AMP's are now staffed by Vietnamese, Chinese, sometimes Thai, and more recently (due to open boarders) young Latina girls. Japanese girls tend to work at the Korean incalls.
On the question of whether they will hire non-FS workers, they usually would, if there are openings, but these girls tend to either start offering a fuller menu or leave and go somewhere where it is massage only, where they make an average of $30 per hour, plus tip. Happy ending places will charge an entry fee, and as you say, the girl makes her own deal for what she will provide to the customer and for how much. If it's only a massage and a handy, then you're looking at $50-60 plus the $40-60 you gave the house. Never met a CMT that would work for these kinds of rates.
The best option for a CMT is to work at a spa in a luxury hotel. I don't even consent to a free massage to run out the clock with a provider. If I want a massage, I will go to one of the top spas and see a CMT. I am a regular at the Ritz Carlton in downtown LA, and at the Laguna Cliffs hotel near my home in OC, which is my favorite hotel spa. Another good one is the Aarna Spa at Pasea hotel in Huntington Beach. At these places the average rate is $250-300 per hour, but I have never asked any of the ladies what the split is. However, these places add 18-20% gratuity when you pay, but I'm allowed to tip more if I want to. I'm guessing these ladies can make $125-200 per hour, maybe more, which is nowhere close to $400. There is no sex of any kind, strictly massage, but many CMT's will be prebooked for five or six customers a day, so if you look at it that way, it can be a substantial weekly income for a personal services job.

$400 may be considered on the high end, but it's not out of the question. I have seen some in the $500-$700 range. It depends how you market it. I have seen hot young ladies who offer a massage and happy ending, with mutual touching, for $250. The common theme, they don't really know lick about giving a massage. They are not trained. With ladies like this, you are paying for them to touch you, you touch them, and a HJ. It's not really a mssage.
If you are legit trained and can give a good massage, you are worth more than them. It's pretty simple to understand. If I want a real massage, I choose a lady like you. If I want just touching and a HJ, I pay less and don't go to you. So, you would need to market what sets you apart well.
And ignore the kgirls who charge that amount for full service. They are not the competition for massages with a HJ and mutual touching. Some guys just want a massage and get turned on by it, and being able to touch you and get a HJ at the end works for them.
The hardest part may be building your client base. Since you will be compared to those with less massage skills, you may want to think how you will market and grab clients, at least in the beginning. Maybe offer a first time discount for new clients?
As for your age, it depends how you look for your age. Men who hobby tend to be more older (40+) than younger, so you being 40 is not necessarily a deterrent. Some may even prefer it because they find younger ladies not mature enough for their liking. But it probably is a smaller market. In LA, smaller market still might be enough though.
In the end, the only sure way you will know is if you test the waters. But 2-5 clients a week seems doable.

These are not licensed massage therapists. The guys going to them care less about the massage and more about the extras. A good massage therapist is getting $150-$200 for a fully clothed standard massage. If she targets clients who want a legit massage with extras, there is an audience for it.

First off, I am never the once to price shame anyone. You can charge whatever people see value in. You are welcome to charge whatever you would like your biggest thing will be what makes you different from everyone else. I have massage offerings from 300 Hour to 1000 for 90 mins. They are both vastly different types of massages. What you are describing, I currently charge 300 for that type of massage and Its body to body. When I started doing massage I was charging 150 hour. As my experience grew into what made a great massage appointment my rates changed. It can all be done. You will just have to put in a lot of thought into the client experience. I highly recommend doing market research in your area. This will gage if your rate structure is on par with everyone else. Being licensed gives you an edge on the actual massage, it doesn't necessarily make you the best provider.
There are some massage specialties that demand higher rates. Some are a costly investment to learn. Its never too late to start now before you finish school to see if this is right for you. As it would suck for you to make the investment and not see a return.

The reality is that race plays a signicant factor in market value. That said, $400 an hour seems to be a high rate for what you’re offering regardless of race. The pricing hierarchy for happy ending massages seems to go high to low (White, Latina, Asian, Black). Don’t forget that therapists almost always get tipped on top of their rates.

You are not wrong about race, unfortunately. It shouldn't be this way, and I feel bad for those who deserve to be equals and get less. But facts are facts. Not only is it race though, but body type. Age too. Breast size. There are numerous factors that determine what you can charge. It needs to be a realistic comparison to what she looks like.
I would not touch anyone who advertisies on Craigslist with a 10 foot poll. It is a resource, and some will, but I would argue you only price compare to Craigslist if that is where you plan to advertise. (If you advertise elsewhere AND Craigslist, that's different.)
I personally would focus on higher end advertising. Having her own web page ads value. People tend to take them more seriously. Then, I would also advertise on a place like Tryst. Ladies on Tryst who offer professional massages with extras are getting $400+ in some cases. But there are cheaper as well. She should look at them and see how what she will offer, and how she looks, compares. But it has to be compared to the LA market. Chicago is cheaper, so I wouldn't call that apples for apples.

As for your proposal, I think you may have a difficult time getting traction. That's a lot of kale for a rub and tug based on what I've seen of the LA market. I currently patronize a house that offers lots of cute girls and the base starts at 200. By the time you get to 400, there's lots of extras such as DATY, BJs and even FS, depending on the girl.

Not sure about the LA area but I am in the Midwest and i currently see a few masssage providers and also see regular massage therapist too. One of the ladies I see sounds similar to what you are describing.
