I have been wanting to travel outside of the country.. The only foreign country I have visited after my family migrated in the late 90s is English speaking Canada.. LOL.

Is another one of those places. Never been to DR but I've heard about it. Just looked on TripAdvisor and the place has mixed reviews. Just throwing it out there as information for comparison purposes.
I came across that one, but that seems to be in Puerto Plata, which is north tip of Dominican Republic .. Punta Cana is on the East which is close to Puerto Rico (US)... The distance is about 5 hrs by road - and DR roads are probably a lot worse than US roads.
Punta Cana is on the south-east edge of the DR island. That is the major destination for FAMILY vacations. As you noted, there are some all-inclusive locations that offer 4-day, 7-day, or longer stays in a beach side cabin or on a large catamaran-style ship. They let you select one (or two for twice the price) ladies as your 24x7 companion, from a "roster" of about 15 ladies. The costs are significant, perhaps as much as $1000-$4000 per DAY, but the ladies are top-shelf coming from a variety of international geographies: East Europe, West Europe, Central and South America and the Caribbean, etc.
I get that you are not price-sensitive for this, but there are significant alternative options that deserve a look. The most popular destination for sex-tourism is on the north side, in and around Sosua - about a 6-hour drive from Punta Cana (there is an international airport nearby).
Sosua is essentially "walking street" for the DR. There are hundreds of freelancers on the streets and in the bars at any time (noon to very, very late). Costs are around $40-$80 per session and if you like you can usually make an offer to have her stay with you for a full day or several days. In addition, as previously noted, just 15 minutes west of Sosua is Blackbeards resort. This is the definition of all-inclusive. Over 25 rooms, 40 "resident" ladies, sessions starting at $40 for 2-3 hours, an in-house restaurant, bars and safely located inside a gated community. I spent 10 days there in 2017. They have a website (linked below) and a monthly email newsletter. Both have pics of the current ladies. They also offer tourist-like excursions which serve as fun diversions and provide ample photo ops for the muggles back home.
Nothing is perfect, though. Sosua is known for pickpockets and scammers and western visitors can typically avoid by staying alert (and not too wasted-ass, shit faced drunk). The area around Blackbeards is not afflicted with the crime issues. There are also tourist resorts near Sosua, but less than Punta Cana. On one of the excursions - ocean snorkeling - I met several lads from the UK who were staying at a north-side resort and were enjoying all that Sosua had to offer.
As for ISG, stick with the sign-up process. It's tedious but once you are "in" you will find the content very useful. BUT: even if you cannot activate a membership, you can still read all the forums without a sign on. So grab a cuppa' your favorite beverage and start reading.

Merchants in the DR get charged incredibly high rates for accepting credit cards. Add to that the resort's past history of credit card payment chargebacks (usually from guys who's SO sees the bill!) means they lose substantial revenue for reasons beyond their control. Fortunately, there is a money exchange service at Jenny's which is located within the gated area (ask the staff for a quick ride in a golf cart). Jenny's is honest and provides very fair rates. As of today, $100 US = 6,236 DOP. Don't forget to add extra cash for your drinks & meals bill and tips during your stay as it's very easy to put meals, drinks (but not sessions with the ladies) on your room tab. You can get your current balance due every morning.
Room safes are in each room. Try to get a room on the 1st floor by the pool! They may use it as a changing room for the ladies during the weekly bikini contests. 
Imagine having 2 dozen hotties in your room getting into and out of bikinis. Too bad you can't be in the room at that time. But chat up the owner/manager and you may get picked to be a judge. Lets you get up close and personal time to properly "inspect" the contestants.

Never been to DR but other places I've been where I've done over nights it is all very GFE, of course probably depends on how you define GFE.
If you do a search on prostitution and Dominican Republic you'll find a few links -- there was one from ASU that did an interview of one of the ladies and noted that many have the goal of getting some regulars (including from the sex tourists) that they will start referring to as boy friends, and even husband if the guy is providing any type of SB type support.

Punta Cana is still on the list of places to visit, but as it turns out getting a girl in the all inclusive resort is not very easy at all.
