In the old days before COVID and SESTA/FOSTA all the touring girls came through Philly. Is it possible that they are still coming but just not advertising on TER?  You mention Stella and Samantha. They do advertise, just not on here. But the challenge with the other ad sites is the high percentage of bait and switch, which is why I’ll only see girls with reviews.

A question that has been no doubt asked in the past is "Why don't providers make Philly a regular stop on tours?"  
Does anyone have any idea why, specifically? Every provider I've come into contact with, I always tell them to come to Philly because there is a somewhat lacking array of genuine talent. That being said, it's very possible that I'm just not "in the know" as to who are the best in the area - even those UTR.
Having said all that, does anybody care to recommend providers in the Philly area (within 50 miles or so) that doesn't have reviews? I've been lucky enough to have spent time with both Stella Hart and Samantha Meadows (who aren't on here)...where are the others? ;)

Fairly or not, it is/was known for time wasters and last minute cancellations. That was the national view of Philly in general for many years, as that is the answer I would get from ladies I would ask to tour here and it was posted on many boards by many providers.  

 
There were many rumors that a local religious group was making date requests and cancelling last minute in order to deter girls from coming here. I cant speak to the validity of those rumors but it was often and widespread 10+ years ago.

 
Stella and Sam are two of Philly's finest to be sure, but I would recommend several other fine women locally:

I’ve always heard from ladies that Philly mongers don’t like deposits and they have last minute cancellations. I’ve seen ladies go right down the East coast and not stop in Philly. I get it but it’s frustrating.   We have a bad rap

It is easy to attract many great providers from NYC to Philly with the right offer.  

 
I prefer extended dinner dates, and have no problem.  

 
Bonus: They can often be below Philly gal's rates.
