If you use that site, you find that searching "Reuters" returns everything for Thomas - Reuters and it is far short of $300M. (And if you search further back, you find that T-R received payments from the TRUMP!!! admin. Does that mean that Trump paid Reuters to write negative stories about Tesla and electric cars because Trump was against electric cars and electric boats and wanted to produce more gasoline powered vehicles and Musk did not yet have Trump in his pocket?)

He could have got them from a leaker, but if his info was patently wrong, someone would have published the data from other sources that show different numbers for this scheme, but no one has, which usually means these numbers cannot be disputed because they are correct.
I'm not connected to DC, so if I was getting the records myself, I WOULD have to used FOIA, and they are relatively easy to get.
