That doesn't sound like a "goal" or an "estimate." In fact, in context, it sounds like he thought he could do MORE ("at least").

But that's our CDL, making grand statements that don't hold up to scrutiny.

"think" appeared in that statement, it became a goal, certainly not a promise as ED claims.  That goal was also stated before Musk actually was allowed to start looking at the books and records of the Federal Government during the transition period AFTER the election.  I believe this statement was first made BEFORE the election.  

He was saying this  was what he believed. And of course you also omit "at least" from your analysis. Presumably if this is what he thought then he must have had some basis for it. He did NOT say, "at least $2 Billion pending my analysis of the books."
But keep hoping.

You skipped over some things in the article . . .

My interpretation of "be able to" is "will" or "can", not "try to" or "attempt to". When he and Ramaswamy actually got into the weeds, they found out they screwed up. Now, Musk is saying that the "best case" is they may be able to cut HALF of the $2 trillion. CDL, the difference between you and me is, if the CEO of a company gave we owners an "estimate" or "projection" of a profit of $2 million for the next fiscal year, but at the end of year the profit was only $1 million, you would give him a pat, while I would fire him.

Holding someone responsible for a faulty estimate is ludicrous without first examining what the year was like.  I (as a CEO) made a profit projection at the beginning of 2020, but actually had a small loss by the end of year.  Would you have fired me without considering the effects of Covid?  See how clueless you are?

They recommend things to cut from the budget, but they have zero power to alter the budget. That is something that only Congress can do.
