It’s a very intense form of teasing where pantyhose is slipped on to your member and then slowly pulled off.  It can be done in such a way that the fabric runs across the head provides an almost too intense form of teasing sensation.  

I think any kink or fetish friendly provider would gladly indulge you in this (and probably others). Just ask. And offer to buy and bring nylons to be used. I've never heard the term "pulling" before, or it referred to as an art, but several providers I've been with have done this to me and I agree it's amazing.
