it is linked, you have to click on the "4" or the number of reviews EOM
in a discussion board post TER opens another tab with the reviews. Very neat and convenient.
However, when I click on the [thecyclist has 4 reviews] link TER does not do so. It goes to that page without opening another tab. It would be convenient and consistent if they both opened in a new tab.

which is what the provider profile link does.
If you are using an older browser you might not have tab browsing, which is a big improvement.
Try the latest version of fire fox if you don't know what I mean.
On most brwosers you can right click the link and then select "open in a new tab" or open in a new window.
Even easier...
In Firefox I usually right click a link and hit T (short cut for new tab).
In Internet Explorer, right click and W does the same thing.
Either way it doesn't matter what the website is programmed to do, your action over-rides it.
