What happened to: "If a provider has a no review policy in any form she is automatically de-listed.

Why did TER remove that rule? It used to be right at the top of the info on Delisted providers in the “Self Help Center.”
It is no longer there. Not sure when it was removed but it had to be pretty recently.  

It was a rule that made perfect sense. Why allow a provider who has a no review policy to take advantage of free advertising on a review site?

* Although the provider has a no-reviews policy NOW, there could be reviews from before that time and they, and the provider’s profile, could be helpful to members.  

* A provider doesn’t have to have a profile to take advantage of free advertising on TER. I often see ads in the regional ad boards and posts on the Photo board for providers with no profile (or who aren’t linked to any profile).  They can also post in discussion forums.  Since providers with no profile can use TER in these ways, it doesn’t seem like a big deal to allow providers with a no-review policy to remain listed (until they request to be delisted).

Without current reviews to corroborate the previous ones, the previous reviews are worthless IMO. The provider's appearance and/or performance could have declined to the point where it would begin to affect their ratings which could be the reason why they changed to a "no review" policy in the first place.

If a provider doesn't have a TER profile, why should they be able to take advantage of any of the TER services? To me, no profile means that the provider is snubbing what TER is, but will use it if it suits their needs.

if a provider doesn’t have any reviews within a given timeframe (a few weeks? Months?) you won’t see her because there’s no “current” reviews?  IMO some reviews, even not real current, are better than no reviews.  

 
Also, I wasn’t making a value judgement on whether TER allowing providers with no reviews or profile to post ads and photos and post in discussions forums is a good or bad thing. I was stating “what is”.  Looks like TER would rather have more providers use their platform than fewer, even if it means sone providers don’t have reviews or profile.
