Yes, indeed. As is mentioned in other posts, Adelitas will have plenty of ladies to choose from by 1 or 2 in the afternoon. Take a cab ($5), have a beer, go upstairs, have your fun and be back in SD before dinner. Then there are the SGs (street girls) in the Zona and many work days.
Also, you can arrange to meet one of the several internet incall TJ girls, the most famous of whom is Tania. Most of these ladies have been reviewed on TER in the SD section. Actually, it's not a bad idea to start with one of them if you are at all nervous about going to TJ. They will pick you up at the border, take you to their apartment, give you a beer and some hot TLC for an hour. Then there are the massage parlors and probably most of them get going around noon or 1:00 p.m.

I agree with all that was said about Adelitas. Other clubs, however, may be slow. The massage parlors usually open around 11 AM. At Adelitas the girls generally charge $40-$80 for 30 minutes. The street girls will go with you for as little as $20 and finish quicly. (There are, of course, small fees for a room with either the bar girls or street girls.) I've never had a GFE with either bar or street girls, which is why personally I like TJ massage parlors. There are several close to Revolucion and 8th Street, plus Luxor near the Pueblo Amigo Hotel and the famous Monte Carlo in the Zio Rio. (The cab drivers know all these places and more.) You pay the house $40 (plus or minus) for a nude massage with the girl of your choice. They line up and you pick who you want. The girl stays with you a full hour some places knock on the door when time is up, others leave it up to the girl to enforce the time limit. Sometimes she may stay over, but don't count on it. Full service costs between $80 and $120. My personal favorite is Cheaters on 6th (the corner with the Guess store) between Revolucion and Constitucion. (Its upstairs in mid-block and the enterance is easy to miss as it looks like part of the dental office.) There are palors with more girls and better looking ones, but I found it easy to get a GFE at Cheaters--which is why its my favorite.
I am also a fan of the massage houses in TJ. I like the longer session (than typical bar time) and the quieter, somewhat more intimate encounter (in my experience). I think the massage girls are lower volume than bar or street girls and tend to generally appreciate going slow and making it more of a "romantic" time. Plus, I like the typical parlor introduction to the girls over the rowdiness of the bar scene (probably showing my age here :->).
I first went to the Monte Carlo in Zona Rio but IMO it is overpriced compared to the other places. My most recent experience in TJ was with a very cute 19 year old newbie. Here's what I do. I arrive at Tropical Bar at noon. Their floor show starts then and they have the youngest and prettiest newbies of any bar in the zona. About 1:30 pm when the floor show is over I head to Adelita's (if I don't decide to go upstairs with one of the dancers). They sometimes have a short floor show early in the day and even if they don't, there are always 30 or 40 chicas there.
